The tech support at the Apple store I went to had never seen it before. They rebooted my phone and I am so disappointed because I lost a lot of information without backup. I received a remote location access request from a random country and denied it and then all of the sudden my phone was locked. I tried the steps above but restarting my phone did not help. It asked me for the passcode and I actually had to deactivated at the time is was hacked. My previous passcode would not work so I was really disappointed this happened.
